About us
The Office of the Special Representative leads the OSCE’s efforts to prevent and combat all forms of human trafficking, an issue impacting more than 27 million people worldwide, across the Organization’s 57 participating States. It provides strategic guidance, promotes effective policies, and supports capacity-building initiatives to strengthen national and international prevention and responses to trafficking.
History and mandate
Established in 2003 by the OSCE Ministerial Council
In 2003, the OSCE established the Office and post of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings to lead and co-ordinate the OSCE’s efforts in assisting its participating States to develop and implement effective policies to combat and prevent all forms of human trafficking and protect victims.
The OSCE Action Plan
OSCE commitments for action on anti-trafficking matters
The OSCE Action Plan to Combat Trafficking in Human Beings provides the framework for OSCE activities in support of the anti-trafficking efforts of participating States. It contains core commitments for action at the national level, known as the ‘4 Ps’:
- Prevention, including raising awareness and combating demand for sexual services and cheap goods and services that fuel human trafficking
- Protection of victims’ rights, including access to assistance and compensation
- Prosecution, covering investigation and adjudication of trafficking crimes
- Partnerships, emphasizing the importance of co-operation with States, international organizations, civil society, survivors and the private sector

The Office assists OSCE participating States through awareness-raising, technical assistance, capacity-building, research, partnerships and policy development, and provides comprehensive guides and actionable resources to help them meet their commitments, employing victim-centred and trauma-informed approaches.
