The OSCE Action Plan

OSCE commitments for action on anti-trafficking matters

The OSCE Action Plan to Combat Trafficking in Human Beings provides the framework for OSCE activities in support of the anti-trafficking efforts of participating States. It contains core commitments for action at the national level, known as the ‘4 Ps’:

  • Prevention, including raising awareness and combating demand for sexual services and cheap goods and services that fuel human trafficking
  • Protection of victims’ rights, including access to assistance and compensation
  • Prosecution, covering investigation and adjudication of trafficking crimes
  • Partnerships, emphasizing the importance of co-operation with States, international organizations, civil society, survivors and the private sector
