Human trafficking is a security threat and one of the most serious human rights violations of our time. The Office of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings is committed to taking a comprehensive approach to combating trafficking in human beings in all its forms by working across sectors, with governments, civil society, communities, businesses, lived-experience experts, international organizations, academic organizations, and other partners.
Preventing the crime

The Office’s main goal is to prevent human trafficking and the suffering it causes. Doing so requires raising awareness about the risks and current trends, as well as confronting the forces that drive it. By reducing the demand for sexual services and cheap goods and services that fuel trafficking, dismantling trafficking networks, and disrupting the money flows, this crime can be addressed at its core. The Office works with participating States to develop tools, build partnerships and promote responsible practices, helping shift the economic equation that makes trafficking profitable.

The Office supports OSCE participating States in addressing diverse and evolving forms of trafficking in human beings. Guided by OSCE commitments, it promotes co-ordinated, human rights-based, and victim-centred responses through policy guidance, capacity-building, innovative training, country visits and multi-stakeholder partnerships to strengthen national and regional anti-trafficking efforts.

Targeted responses to trafficking risks
The OSCE addresses trafficking risks faced by individuals and groups in situations of heightened vulnerability. Through targeted interventions, we focus on those affected by crisis situations, including armed conflicts; persons with disabilities; children in institutional care; and minorities. The Office’s comprehensive approach combines prevention, protection and empowerment strategies while working with partners to strengthen identification and assistance mechanisms for those most at risk of trafficking.

Dialogue and co-operation are vital for a unified response to trafficking in human beings. The Office fosters a continuous exchange among participating States, civil society and international actors to align efforts, share expertise and build trust. Partnerships of this kind ensure cross-border and cross-sector collaboration, enabling coherent strategies, enhancing mutual understanding and strengthening the collective capacity to prevent and combat trafficking across the OSCE region and beyond.
