This Brief summarizes the findings of Occasional Paper No. 11 Discouraging the demand that fosters trafficking for the purpose of sexual exploitation, which draws attention to the reasons why States should discourage demand; outlines the international legal obligations and political commitments relating to demand; discusses the criminal justice and prevention policy options that OSCE participating States have at their disposal to discourage demand; and makes recommendations on how countries can better incorporate demand-side interventions into their existing anti-trafficking strategies.
