Survey report 2026 - Tracking implementation of the OSCE commitments and recommended actions to combat trafficking in human beings
In line with MC.DEC/7/13, the Office of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings promotes the implementation of OSCE anti-trafficking commitments and assists participating States in their implementation upon request. In 2015-2016 and 2020-2021, the Office conducted surveys to assess progress made in the OSCE region towards implementing the OSCE anti-trafficking commitments, as laid out in the OSCE Action Plan to Combat Trafficking in Human Beings (2003) and the Addendum to the OSCE Action Plan to Combat Trafficking in Human Beings: One Decade Later (2013). The survey addressed gaps in knowledge regarding the status of human trafficking and national responses in the OSCE region in line with the Office’s goal of promoting evidence-based policies and programmes. This 2025/26 follow-up survey has been developed for the purpose of tracking progress made towards the implementation of anti-trafficking commitments since 2020. It has also been done to help the OSCE develop recommendations with consideration to emerging opportunities, trends, and challenges.
