R.E.S.T.O.R.E. Ukraine Alliance - Alliance for Ukraine’s reconstruction free from human trafficking and exploitation

Post-conflict settings often present heightened vulnerabilities to human trafficking, and certain sectors in high demand or specifically targeted during recovery processes — such as construction, hospitality, or agriculture — pose a high risk for human trafficking. To proactively mainstream trafficking prevention and protection measures across post-crisis reconstruction and recovery, the Governments of Austria, Canada, Italy, Poland, and Ukraine, with the support from the OSCE, initiated the R.E.S.T.O.R.E. Ukraine Alliance as an open international partnership platform designed to bring together governments, international organizations, businesses, employers’ organizations, financial institutions, civil society, and communities around a shared objective: ensuring Ukraine’s recovery is free from human trafficking and exploitation.

Launched at the Ukraine Recovery Conference (URC) 2026 in Gdańsk, Poland, the R.E.S.T.O.R.E. Ukraine Alliance (Recovery & Empowerment Systems To Overcome Risk and Exploitation) was established with the goal of integrating the prevention of human trafficking into Ukraine’s recovery — from political decisions and donor programs to contracts, procurement, business practices, and national- and community-level actions.

The OSCE Office of the Special Representative and Co-ordinator for Combating Trafficking in Human Beings provides expert support to the Alliance and serves as its secretariat in the framework of its extrabudgetary project “Preventing and responding to trafficking in human beings amid the humanitarian crisis related to the war in Ukraine”.
